<p>A San Luis Obispo motel could be converted into affordable housing within the next year— provided the state government approves $18 million in funding.</p>
<p>The city of San Luis Obispo and nonprofit affordable housing developer People’s Self-Help Housing hope to use money from the California Department of Housing and Community Development’s Project Homekey program to transform the Motel 6, located at 1665 Calle Joaquin, into 75 affordable housing units, according to People’s Self-Help Housing CEO Ken Triguiero said. </p>
<p>The San Luis Obispo City Council first discussed applying for the state funds along with People’s Self-Help Housing in April.</p>
<p>On Monday, the council unanimously approved a resolution authorizing the the application at a special meeting.</p>
<p>People’s Self-Help Housing is set to submit the application by the July 28 application deadline, Triguiero said.</p>
<p>The final round of Project Homekey grant recipients will be announced this fall.</p>
<p>Converting a Motel 6 into affordable housing is “quicker than the normal process that takes years and years and years,” Triguiero said. “Money and not much time are usually our biggest obstacles, so this addresses both of those constraints normally.”</p>
<p>Here’s what to expect from the potential development.</p>

<h3>Converting SLO motel could help homeless families, youth</h3>
<p>The city and People’s Self Help Housing are seeking funding from a pool of $736 million in Project Homekey grants, which are intended to rehabilitate or lease buildings to individuals and families experiencing or at risk of falling into homelessness, according to Project Homekey’s website.</p>
<p>The People’s Self-Help Housing project is not the first nonprofit to apply for Project Homekey funding in San Luis Obispo County.</p>
<p>In 2021, the El Camino Homeless Organization, Housing Authority of San Luis Obispo County and People’s Self-Help Housing used $14 million in Project Homekey funding to convert a Motel 6 on Riverside Avenue in Paso Robles into 60 units of affordable housing.</p>
<p>Triguiero said the San Luis Obispo Motel 6 project would primarily serve families as well as youth ages 18 to 24 — two populations that have shown a recent increase in requests for housing assistance.</p>
<p>Five units would be set aside for families, while 30 studio apartments would be designated for homeless or at-risk youth, San Luis Obispo housing policy and programs manager Teresa McClish said during Monday’s City Council meeting.</p>
<p>Another 20 studios would be reserved for chronically homeless individuals, and 20 studios would be set aside for formerly homeless individuals, McClish said.</p>
<p>“Even if you’ve got close to it is needed. Not enough units are available,” Triguiero said. “The floor keeps rising, and people’s incomes are getting not rising enough.”</p>
<p>Like tenants at most People’s Self-Help Housing projects, tenants at the converted San Luis Obispo motel would pay rent not exceeding 30% of their monthly income, Triguiero said.</p>
<p>Before it can be used as a permanent supportive housing facility, the motel would need some retrofitting, Triguiero said, such as bringing the units up to code and expanding some rooms to accommodate families.</p>
<p>However, because the core structure is already in place, renovations would likely be complete by the end of 2024, Triguiero said.</p>
<p>Trigueiro said the facility would need a support staff, case managers and an on-property manager. </p>
<p>If the city and People’s Self-Help Housing receive Project HomeKey funding, that means “the state is really wanting this program to be executed pretty quickly,” Triguiero said, “so we would be able to close on the purchase of of the property before the end of this year.”</p>

<h3>Proposed affordable housing project could get other funding</h3>
<p>People’s Self-Help Housing’s application for $13.3 million in Project Homekey funding will be supplemented by several other sources of funding.</p>
<p>As part of Monday’s resolution, the city of San Luis Obispo will allocate $400,000 of matching affordable housing funds for the project, McClish said.</p>
<p>If the grant application is approved, San Luis Obispo County will commit $2.6 million in capital and operational funding to the project, McClish said</p>
<p>The Balay Ko Foundation, a Los Angeles-based private donor, will also provide $800,000 in gap funding for the project, McClish said.</p>
<p>Project-based vouchers — which keep units affordable long-term — will be provided for the project by HASLO, McClish said.</p>
<p>“We’re fairly confident that we’ll be able to get the money that we need,” Triguiero said at Monday’s meeting. “We’ll have a short-term plan and a long-term plan to go after sources that we really want to use to take care of additional needs and wishlist (items) after that.”</p>

<p>DOOR COUNTY &#8211; Many people passing those homes on the Peninsula that look so spectacular, interesting, perhaps historic from the outside, likely often say to themselves, &#8220;I wonder what it looks like inside.&#8221;</p>
<p>Now, you can check out five of those spectacular and interesting places and help improve mental health care in Door County at the same time.</p>
<p>Those come together when the Door County Medical Center Auxiliary, the health care organization&#8217;s volunteer group, sponsors its 62nd annual House &#038; Garden Walk on July 25. Throughout the day, volunteers lead tours of five selected homes and gardens − they&#8217;re different every year − in what is the biggest fundraiser the auxiliary conducts for the medical center.</p>
<h2>What homes can we see?</h2>
<p>Opening their doors for the walk this year are:</p>
<p><strong>Park’s Pearl</strong>, 119 S. Eighth Ave., Sturgeon Bay: Likely one of the cozier structures featured on the walk, this quaint white brick home was built in 1911 and had additions in the 1930s, &#8217;40s and &#8217;90, including a three-season porch. It features steep intersecting gables, corner quoins and arched windows, and a major renovation by the new owners who bought it in 2018 reuses the existing woodwork to mimic details found in the original house.</p>
<p><strong>Sawyer Harbor Lookout</strong>, 4441 Bay Shore Drive, Sturgeon Bay: This contemporary-style home built in 2019 overlooks the waters of Sawyer Harbor and offers views of the cliffs of Potawatomi State Park, Sherwood Point Lighthouse and the bay of Green Bay. Designed with the theme of “bringing the outside in,&#8221; it includes floor-to-ceiling windows, an open concept, an open fireplace including stonework and metalwork, and a three-story floating staircase intended as the focal point of the home.</p>
<p><strong>Woodlands</strong>, 6587 Bay Shore Drive, Sturgeon Bay: Woods and the bay waterfront are the setting for this 20-year-old Italian Provincial home that includes art collected on trips around the world, a custom needlepoint rug featuring local flowers, a large armoire that serves as a bar, a patio with a spa, a 1920s Italian water fountain and a lower-level pavilion on the water’s edge. The surrounding gardens were designed using local plants in a European country plan.</p>

<p><strong>Woodwalk Gallery and Home</strong>, 6746 County G, Egg Harbor: Many original features (such as beams, trim and kitchen siding) remain in the 2.5-story, 2,200-square-foot Cream City brick house and dairy barn that were both built around 1908 on the 10-acre property. The barn was converted into an art gallery that exhibits the work of about 95 artists and hosts intimate concerts and gatherings, while the gardens are home to many perennials and the meadows showcase a variety of wildflowers.</p>

<p><strong>Lake Michigan Contemporary</strong>, 3884 Glidden Drive, Sturgeon Bay: This 3,400-square-foot home is a contemporary reinterpretation of the home that previously stood on the site. Described as a home &#8220;where nature is invited indoors,&#8221; it features 10-foot-tall glass walls allowing views of Lake Michigan and an exterior of masonry stucco, ebony-stained horizontal cedar and Lannon stone salvaged from the original home. The landscape combines native plants with a structured hardscape of linear design.</p>
<h2>The funds go to &#8230;</h2>
<p>Funds raised by the House &#038; Garden Walk in its past 61 years have gone to DCMC for an educational conference center, dental clinic, inpatient services, the purchase of medical equipment and an emergency room addition. Proceeds from the 2022 event allowed the auxiliary to complete a $250,000 commitment to the Pete &#038; Jelaine Horton Skilled Nursing Facility at DCMC.</p>
<p>For this year, proceeds will go toward the medical center’s plan to strengthen and expand its Behavioral Health Program. The number of cases of issues like depression, anxiety, and drug and alcohol abuse have risen dramatically for all ages in recent years, and health care systems across the state and country struggle to find and retain qualified mental health professionals.</p>
<p>The situation is especially notable in Door County, DCMC Behavioral Health Coordinator Barb Johnson-Giese said.</p>
<p>&#8220;Access to behavioral health services in our community is a significant issue,&#8221; Johnson-Giese said in a news release. &#8220;In Door County, the ratio of population to mental health providers is 715 to 1. The ratio in the state of Wisconsin is currently 440 to 1, which ranks 34th in the nation.&#8221;</p>

<p>The center said in the news release it put together a comprehensive strategy to strengthen and expand the program, with the DCMC Foundation setting a goal of raising $3 million to make it come to fruition. The plan includes:</p>

<p>Expanding behavioral health services to all school districts in Door County and Algoma;</p>
</li>
<li>
<p>Providing at least one full-time behavioral health provider in each clinic location with dedicated space;</p>
</li>
<li>
<p>Expanding its Senior Life Solutions and Substance Use Disorder services;</p>
</li>
<li>
<p>Increasing the availability of services by hiring full-time psychologists and psychiatrists and establishing a telepsychiatry program in the emergency department;</p>
</li>
<li>
<p>And increasing the acceptance of behavioral health treatment with an extensive public relations campaign.</p>
</li>
</ul>
<p>Those who aren’t able to participate in House &#038; Garden Walk but want to contribute to the effort can visit dcmedical.org/foundation/behavioral-health-program to make a donation and find more information.</p>
<h2>Know before you go</h2>
<p>The House &#038; Garden Walk takes place from 9 a.m. to 5 p.m. July 25. Tickets are $40 through July 24, $45 the day of the walk. The homes are not accessible to those with accessibility challenges.</p>

<p>Each time he walks into his eight-bedroom home in Pasadena, Ka’inoamakua Otsuka Mandaloniz sees his three associate degrees from Pasadena City College, proudly displayed on a shelf in the living room.</p>
<p>His “mom,” as he calls her — the home’s owner and operator, Desiree Alvarado — put them there, as any proud caregiver would. </p>
<p>Mandaloniz, 33, has been diagnosed with schizoaffective disorder, and for more than a decade he has lived in board and care homes like Bonnie’s Guest House, where he and his fellow residents are provided with three daily meals, medication management and a structure to daily living. Before board and care homes, Mandaloniz, a lifelong L.A. County resident, was briefly unhoused.</p>
<p>He said the safety and support he receives at Bonnie’s, where he has lived the last eight years, was “essential” to his graduating with his social sciences, history and humanities degrees, and starting to work on a fourth. </p>
<p>“Bonnie’s helped me make a support network by entrusting me with the responsibility of taking my medicine, [developing] the ability to interact with other people, and specifically being patient with them or being understanding with them,” he said.</p>
<p>Despite their residents’ success at building independent lives, homes like Bonnie’s have been under a perpetual threat of closure for years. An estimated 142 facilities closed in the first quarter of this year in California, according to state data — including 27 in L.A. County, 24 in San Diego County and 14 in Orange County — alarming advocates and officials. A total of 3,057 beds were lost statewide.</p>
<p>Board and care homes started in California around 1969 as the state shut down its asylums and pushed for community-based mental health care.</p>
<p>There are now an estimated 13,000 across the state, including about 3,000 in L.A. County, according to state data and a trade organization that represents operators. Since 2016, L.A. County has lost more than 100 of these privately owned and operated facilities and 1,700 beds. These numbers don’t account for any board and cares that have opened, which isn’t tracked like closures.</p>
<p>The main reason for the closures is simple: money. Because of a payment scheme based on state budget allotments and Social Security levels, operators are paid only $44 a day per person with serious mental illness. If they housed adults with developmental disabilities, they would be paid about $191 to $391 a day per person based on the level of care they need — a discrepancy advocates say must be fixed if board and care homes are to survive. </p>

<p>Advocates have sounded the alarm for almost two decades about how these licensed facilities, which provide 24/7 care and support for Californians with serious mental illnesses, are vital to solving California’s homelessness crisis — but for years, lawmakers did little to curb the closures.</p>
<p>That started to change locally in 2019 when the L.A. County Board of Supervisors asked county staff to develop a strategy to save board and care homes. Since then, the county Department of Mental Health has secured millions of dollars from the state and federal governments to pay facilities more for new clients and finance deferred maintenance.</p>
<p>Board of Supervisors Chair Janice Hahn said in a statement that these short-term fixes the county has implemented won’t matter “if we keep losing the facilities we do have at this rate.”</p>
<p>“At the end of the day, the only way to ensure our board and cares stay open in the long run is for the state to increase the reimbursement rate to a level that reflects the actual costs of running these facilities,” Hahn said.</p>
<p>One of those programs, operated by the county Department of Mental Health, provides at least $1,000 a month on top of the $1,324.82 per month per resident that operators receive for new residents with complex needs.</p>
<p>The extra money that Rhoda Gochin got for two new residents at her board and care home in Canoga Park is helping her stay open. </p>
<p>Gochin and her husband have previously taken money from their retirement accounts and borrowed from the bank to keep their board and care open. When they opened it in 2003, Gochin worked as a nurse in a hospital and her husband as a psychologist. They both saw what patients with serious mental illness went through, bouncing around the system, and wanted to help.</p>
<p>But they’ve since retired, and without incomes, “we’re just trying to put food on the table and pay the mortgage,” she said.</p>
<p>At their board and care, everyone gets cake for their birthday, and they celebrate the holidays together. Gochin takes residents on social outings, sometimes to the beach.</p>
<p>“You see the happiness, you see the joy, that somebody cares for them,” Gochin said. “If it was because of the money part of this, we probably would not be here.”</p>
<p>Gochin said she is frustrated she cannot receive supplemental reimbursements for all five residents, since the program is only for new tenants.</p>

<p>Maria Funk, deputy director of housing and job development at the county Department of Mental Health, readily acknowledges that the county doesn’t have the money for that.</p>
<p>“There are so many people that have mental illness, we would run out of money immediately,” Funk said. </p>
<p>That money came from the state’s Community Care Expansion program. It includes $570 million to finance capital expansion projects for operators who want to buy new facilities or rehab current ones, and $249 million to help save existing board and cares by paying them subsidies and also financing their deferred maintenance.</p>
<p>“We’re taking unprecedented action to rebuild California’s mental and behavioral health infrastructure, getting folks the help they need to get out and stay out of homelessness,” Gov. Gavin Newsom said in 2022. </p>
<p>Funk said the Community Care program is great, but that the county Department of Mental health believes the state could go further to save board and cares. </p>
<p>“It’s one-time money and it’s a short-term fix,” Funk said, “And we really need a long-term solution.”</p>
<p>To help stall the closures, Bennie Tinson, executive director of the Licensed Adult Residential Care Assn., and others want state lawmakers to take some of the $570 million allocated for capital improvements and reallocate it for one-time $2,000-per-client payments to operators. </p>
<p>Tinson said the state application process for capital improvements was so complicated that none of his members — many of whom are female small-business owners running board and care homes for fewer than 10 clients — received these state funds. Rather, the money went primarily to large companies and developers who had the business and legal personnel and savvy to apply — including five recipients with 276 proposed new beds in Los Angeles County awarded a total of $41.1 million, according to county records. </p>
<p>Alvarado, who operates Bonnie’s Guest House, said she attended multiple workshops to try to apply, but in the end gave up. The state-funded grant application, she said, required she hire an architect and construction company before she ever saw a dime.</p>
<p>“That application was not for people like us,” she said. </p>
<p>To make ends meet, Alvarado’s entire family helps. Her mother and mother-in-law make the residents’ meals and shop at multiple grocery stores looking for deals.</p>
<p>Her aunt helps out too, taking residents to doctor’s appointments and updating their appointment board so they can keep track of the dozens of upcoming medical appointments. And her kids, almost 20 and 18, help too, so much that her daughter is considering a psychology degree. </p>
<p>Alvarado said she has considered closing multiple times, but her love for her residents stops her every time. </p>
<p>“At Thanksgiving, I cook a big turkey, and I bring my own family, and we basically serve them [holiday dinner], and we play games and do gift exchanges during Christmas,” she said. “Those are the moments when they’re very happy and getting gifts and feel like a family, a family that cares for them.” </p>

<p>Some residents live decades at one board and care, like a man who has lived at Bonnie’s Guest House for 36 years. Others, like Mandaloniz, move once they’ve reached a level where they’re comfortable trying further independence. </p>
<p>Mandaloniz has been accepted into Cal State Los Angeles, where he plans to move in two years to pursue what’s next in his career.</p>
<p>“That’s scary — it’s very scary — I’ve been in these facilities where they take care of me for over 10 years here,” Mandaloniz said. </p>
<p>That’s why it’s a two-year plan, to start moving toward a place where he can see himself living in the dorms or nearby campus while pursuing a history degree. And Mandaloniz knows he isn’t on his own in charting that future. </p>
<p>“If there’s a final message I can tell anybody,” he said, “it’s that these places help people.”</p>

<p id="h500212-p1" class="permalinkable">After tears, smiles and handshakes, nine families became new homeowners in the Malloy Terrace neighborhood in Ferndale during a Thursday, June 29, key ceremony. </p>
<p id="h500212-p2" class="permalinkable">The event was put on by Whatcom-Skagit Housing, a nonprofit organization that has been operating since 1976 and has constructed more than 700 homes. For the nine families, Thursday’s ceremony marked the end of a multi-year journey.  </p>
<p id="h500212-p3" class="permalinkable">Manuel Alverado, a key recipient during the ceremony, said he found out about the program through word of mouth and applied right away. </p>
<p id="h500212-p4" class="permalinkable">“This is a great opportunity to buy a house — they help us through the whole process,” Alverado said in Spanish during an interview. “We have architects who design the houses and supervisors to show us how to cut and nail the wood. They teach us everything.” </p>

<p id="h500212-p5" class="permalinkable">The new homes were built through the nonprofit’s self-help homes program, a service where families can build their own homes, as well as their neighbors’ homes. Each family is required to work a minimum of 35 hours per week, which they balance with full-time jobs. The self-help program also offers a low-interest loan with no downpayment that covers the price of the lot and construction of the home. </p>
<p id="h500212-p6" class="permalinkable">Building homes with their future neighbors brought the families together, said Priscilla Alfredo, a fellow key recipient. Alfredo said she has never worked in construction but was determined to do the work for a new home. </p>
<p id="h500212-p7" class="permalinkable">“We worked on all the houses together, day after day, and you get to know people after working 35-plus hours a week [together],” Alfredo said in Spanish during an interview. </p>

<p id="h500212-p8" class="permalinkable">Andrew Odushkin also felt closer to his new neighbors after working alongside them for more than a year and a half. Odushkin said he was already familiar with the self-help homes program because his grandparents and parents were both recipients.  </p>
<p id="h500212-p9" class="permalinkable">“It&#8217;s a family thing,” Odushkin said. </p>
<p id="h500212-p10" class="permalinkable">The affordable homes typically sit on a 5,000-square-foot lot and have three to four bedrooms, with two or more bathrooms. The homes come with energy-efficient appliances and an attached two-car garage, according to the Whatcom-Skagit Housing website. </p>

<p id="h500212-p11" class="permalinkable">The average price to build a house through the program is $300,000, said Julia Menkee, executive director for Whatcom-Skagit Housing. Menkee said the nonprofit is able to stabilize the cost because of partnerships with local subcontractors, community members and agencies like the U.S Department of Agriculture (USDA). </p>
<p id="h500212-p12" class="permalinkable">Funding for these programs comes from the USDA Rural Development program, which has been working in partnership with Whatcom-Skagit Housing for more than 47 years, said Helen Price Johnson, Washington state director for USDA Rural Development.  </p>
<p id="h500212-p13" class="permalinkable">The location of the new homes was purposeful — rural communities are often overlooked, Price Johnson said. </p>
<p id="h500212-p14" class="permalinkable">“Rather than taking resources from [rural areas] through farms, mining and forestry, then exporting that wealth into urban areas, we want to help rural communities to be more prosperous and get a more circular economy,” Price Johnson said in an interview.  </p>
