<p>Whether you&#8217;re a math teacher, a bus driver, a janitor or an office manager, schools across Wisconsin are increasingly training their staff on youth mental health first aid, a program often compared to CPR.</p>
<p>Youth mental health first aid is designed to give adults the skills to responsibly identify and respond to adolescents in crisis. And it&#8217;s ideal for school staff, said Libby Strunz, a school mental health consultant for the Wisconsin Department of Public Instruction.</p>
<p>&#8220;What&#8217;s great about it is that it helps folks to support students in a role-appropriate way,&#8221; Strunz said. &#8220;It&#8217;s helping them to recognize that a student might be struggling.&#8221;</p>
<p>Becoming trained in youth mental health first aid doesn&#8217;t take the place of a therapist or counselor, and no mental health background is required. Youth mental health first aid training gives adults the information they need to recognize the signs and symptoms of mental health conditions and illnesses in young people ages 12 to 18. Additionally, it helps adults pick up on behaviors associated with substance use disorders, trauma and bullying. Then, adults can connect youth to student services or mental health professionals.</p>

<p>The Kettle Moraine School District is training staff members in Mental Health First Aid as part of its mental health initiative.</p>
<p>It&#8217;s been recognized as a critical program statewide for how it addresses the youth mental health crisis. Young people are struggling with historically high rates of anxiety, depression and suicidal ideation, especially girls, LGBTQ+ youths, and youths of color at both national and state levels. .</p>
<p>Without addressing mental health, public school leaders across the state believe the academic gap that developed during the pandemic, when students were learning remotely, will continue to widen.</p>
<h2>What is the state doing?</h2>
<p>In the last year, DPI has partnered with Wisconsin Safe and Healthy Schools (WISH) to conduct 42 youth mental health first aid training sessions to a little more than 700 participants across the state, according to Strunz.</p>
<p>Additionally, they&#8217;re also training youth mental health first aid trainers so they can better cover ground.</p>
<p>But WISH isn&#8217;t the only state agency performing trainings. The University of Wisconsin Extension office, and regional and county offices are also prioritizing the training program.</p>
<p>More schools are also starting to implement a teen mental health first aid training program, Strunz said, with the goal of giving teenagers the tools they need to help a peer through a mental health challenge, including how to connect them with a supportive adult. That&#8217;s especially vital because young people are more likely to report mental health struggles and suicidal thinking to a peer than to an adult.</p>
<h2>What does it look like in practice?</h2>
<p>The Kettle Moraine School District in Waukesha County took on training its staff on youth mental health first aid when it became clear that students were struggling more than usual with anxiety, depression and suicidal ideation, said Rebecca Ladsten, director of Kettle Moraine High School of Health Sciences and a math teacher.</p>
<p>Ladsten and district staff started the plan for implementing the program last year, and training started this summer. It felt particularly imperative considering the other issue: Staff had zero to very little training on how to respond to young people showing signs of mental illness.</p>

<p>Mental health also looks very different in adults and young people, said Allison Beyerl, school psychologist and director of learning, counseling and mental health at the Kettle Moraine School District. Mental health struggles tend to crop up as a behavioral problem for younger students.</p>
<p>Before the training, Ladsten described a pattern when confronting a student with mental health challenges: Staff often couldn&#8217;t tell whether behavior was &#8220;normal&#8221; or required intervention.</p>
<p>&#8220;I think a lot of it is just starting conversations. Then, going into the training, it really lays out ‘Here’s the warning signs for different things you might see with students and what to do in those scenarios,’” Ladsten said.</p>
<h2>How long does training take?</h2>
<p>Kettle Moraine School District Mental Health Navigator Scott Bakkum said it took one 6½-hour training session, but training was done in batches of 20 to 30 staff members at time.</p>
<p>The training entails discussions, practicing methods, role-playing and &#8220;lots of learning,&#8221; said Ladsten.</p>
<h2>Does it work?</h2>
<p>Like most training programs, mental health first aid is just one step in addressing the youth mental health crisis. It allows all staff members to more comfortably respond to a young person in crisis and, in doing so, helps to reduce stigma associated with mental illness and increase mental health literacy, Strunz said.</p>
<p>&#8220;It&#8217;s a really great springboard, but we know that if we just do a one-and-done training, that doesn&#8217;t really do a lot to shift school culture or create sustainable change,&#8221; Strunz said.</p>

<p><span class="drop-caps">J</span>acinda Ardern was one of the youngest leaders of the world when she became the Prime Minister of New Zealand in 2017. Feted as a thinking, empathetic and progressive leader with a non-polarised worldview, she made a shock announcement in January 2023, which was an election year. “I had hoped that I would find what I needed to carry on over that period. But unfortunately, I haven’t, and I would be doing a disservice to New Zealand to continue,” she said, announcing her resignation. Helen Clark, former New Zealand Prime Minister, commented, “The pressures on Prime Ministers are always great but, in this era of social media, clickbait, and 24/7 media cycles, Jacinda has faced a level of hatred and vitriol which in my experience is unprecedented in our country.”</p>
<p>Although, this example is from politics, leadership in business is no different, as there are myriad stakeholders pulling and pushing simultaneously in opposing directions. Often business leaders end up firefighting all the times with little time for reflection and strategising with an independent mind. </p>
<h4 class="sub_head">‘PAID’ reality</h4>
<p>Hougaard, Carters and Coutts described this highly suffocating and challenging workspace as being part of a ‘PAID Reality,’ characterised by work environments, which are Pressured, Always-on, Information Overloaded, and Distracted. Leaders who succumb to this are overwhelmed, overworked and stressed. Often, they fail to lead and deliver desired results, as they are trying to douse one fire after another almost reflexively and compulsively, while losing sight of the big picture. </p>
<p>Talking of humans focus upon a task, Killingsworth and Gilbert concluded that the human mind is a ‘wandering’ one. They reported that while, on a task, the human mind on an average is distracted for a whopping 46.9% of the time. This is frustrating for any individual, let alone people in leadership positions. </p>
<p>Looking at both the PAID Reality and the wandering human mind, the need for everyone, especially leaders in such a work climate, is to slow down and ensure they don’t get distracted from their core organisational values and that all their actions and decisions are aligned with the true purpose of their organisations. All this only accentuates the need to train future business managers and leaders and enable them to face these inevitable work situations with a modicum of equanimity. </p>
<h4 class="sub_head">Social logic curriculum</h4>
<p>Business schools need to focus equally on building the premise for and train future leaders in how they must conceive a ‘social logic’ for their business that aims to create surpluses for communities, the environment, employees, suppliers and customer, as a key enabler of their endeavour to define and exploit the ‘commercial logic’ outcomes. Sustainability, social responsibility and ethics training has to be integral to B-School curriculums. </p>
<p>Finally, for effective leadership in the turbulent ‘PAID Reality’ environment, mindfulness training would help develop a self-management quotient. This can be conceived as a state of being in which the leaders are highly aware of the social and ethical context (of a decision and its aftermath) while remaining sharply focused (as against being distracted) at the task in hand. In the context of the individual leader, this focus and awareness is based upon taming possible conflicts involving thoughts/emotions versus values/goals leading to the individual transforming into a Mindful Leader by being focused, disciplined and authentic. </p>
<h4 class="sub_head">Developing empathy</h4>
<p>On the one hand, for leaders to be able to influence and respond to the problems and aspirations of myriad stakeholders, they need to internalise and develop empathy and a higher emotional quotient, which is manifested in the shaping of their corporate vision and strategy. On the other, it is also about building capacities for nimble situational leadership, founded upon a willingness to engage with current realities and the need for a fresh outlook, rather than deciding based upon pre-conceived notions and conclusions. </p>
<p>The need clearly is to integrate social/ethical perspectives along with mental training in the B-School programme design and delivery. The rule for curriculum design must be that all discourses and learning outcomes are founded equally upon social/ethical norms and aspirations along with the profit motive. </p>
<p>There is evidence that mindfulness training helps build resilience and a higher capacity for collaboration, along with the ability to lead in complex conditions. The outcomes include a heightened awareness and understanding of one’s own thought processes; an openness to include experience of others in a given situation to one’s own experience, to come up with ‘new’ thinking; and to remain always curious of the internal (self) and external context. </p>
<p>The relative cynicism and a teleological approach to train business students in the art and science of business decision-making, bereft of any social/ethical considerations and perspectives, can only create shallow future leaders who can surely guarantee negative future returns. Not to talk of creating toxic workplaces; hastening employee burnouts; and making it harder to attract desired talent. </p>

<p><span style="font-weight: 400;">At a large university, it can be daunting to find your place among the thousands. Peer organizations provide a smaller circle for students to connect with each other, develop personally and professionally and make the most of their time on campus. In effect, student organization leaders have an important responsibility to mold the student experience for the better. </span></p>
<p><span style="font-weight: 400;">As we kick off the new year, student leaders have the opportunity to help their peers build a strong foundation for success. In particular, studies show that mental health is a </span><span style="font-weight: 400;">precursor</span><span style="font-weight: 400;"> for students to thrive academically. While in college, students are more likely to </span><span style="font-weight: 400;">neglect</span><span style="font-weight: 400;"> components of their overall well-being, such as sleep, nutrition and mindfulness, which </span><span style="font-weight: 400;">correlates</span><span style="font-weight: 400;"> to worsened anxiety, depression and academic struggles. </span></p>
<p><span style="font-weight: 400;">Longhorn Wellness Center</span><span style="font-weight: 400;"> offers workshops, such as </span><span style="font-weight: 400;">Mental Health First Aid</span><span style="font-weight: 400;">, to equip groups with essential skills for intervention, mental health support and building a safer, healthier community at UT, but it’s up to an organization’s leadership to request these resources.</span></p>
<p><span style="font-weight: 400;">While building a strong relationship with crucial campus resources, student leaders can actually promote the well-being of the entire UT community by educating and training their organization members. Psychologists suggest that wellness practices cause a “</span><span style="font-weight: 400;">ripple effect</span><span style="font-weight: 400;">” — our words, actions and feelings affect those around us, who in turn impact people around them, and so on. This effect extends not only among peers but also across various facets of an individual’s life, including academic performance and contributions to student organizations.</span></p>
<p><span style="font-weight: 400;">“Many of us, particularly college students, go through periods in life where we deal with more stress or mental health challenges,” said Katy Redd, CMHC’s Director of Prevention and Development. “So what (LWC and CMHC) can do is come in and provide an opportunity to discuss facts, strategies and behavior. We’re really interested in asking ‘How is this (skill) going to work for you in your life?’”</span></p>
<p><span style="font-weight: 400;">Group </span><span style="font-weight: 400;">workshops</span><span style="font-weight: 400;"> center on topics from self-care to helping a friend in distress. By partnering with LWC to practice these skills, student leaders promote the reach of mental health resources on campus, fostering a network of support.</span></p>
<p><span style="font-weight: 400;">“There’s a really beautiful connection piece that happens when the peers deliver workshops,” said Angelique Karditzas, Health Promotion Coordinator for LWC. </span></p>
<p><span style="font-weight: 400;">By giving students the skills to handle crises, these workshops also have the potential to prevent them in the first place. Well-being strategies help students avoid the trappings of overachievement and hyper-performance, reminding them that they are humans first and students second.</span></p>
<p><span style="font-weight: 400;">“If you, as a student leader, find that your group could benefit from one of these workshops, I think it’s a really good leadership point to be proactive about giving your group this kind of information,” Karditzas said. </span></p>
<p><span style="font-weight: 400;">Given that the brain is not fully </span><span style="font-weight: 400;">mature</span><span style="font-weight: 400;"> until age 20 or later, most students don’t have the emotional regulation and behavioral control to cope with the stress of college. By empowering students to recognize and address distress, they can correct problems surrounding well-being before they become unmanageable. </span></p>
<p><span style="font-weight: 400;">Within student orgs, improved student wellness shapes team members who are more confident, motivated and </span><span style="font-weight: 400;">productive</span><span style="font-weight: 400;">. Wellness should be at the core of leadership priorities, and LWC workshops offer an avenue for student leaders to fulfill that crucial need while promoting a supportive campus.</span></p>

<p>Basics of Mental Health and Coaching training, prepared by teachers from Hartland College (Rapidan, Virginia, USA), took place on July 17–28, 2023, in Bucha, on the campus of the Ukrainian Institute of Arts and Sciences.</p>
<p>The event was initiated by the famous preacher and evangelist Mark A. Finley. After the start of the Russian invasion of Ukraine, he offered training in psychological assistance and the basics of mental health for Ukrainians. As a result, a training course was formed, with 60 participants from all over Ukraine. Among them were pastors, psychologists, chaplains, and those who wanted to start serving society. For two weeks, they learned skills to help in crisis situations, overcome PTSD (post-traumatic stress disorder), and methods of effective spiritual support.</p>

<p>Hartland College was represented by pastors Robert Bruce Mackay and Paul Coneff, faculty members Gerardo Payan and Ivonne Restrepo (Ruiz), and a student from the college, Johan Gómez.</p>
<p>Mackay is a chaplain with extensive experience, a graduate of Andrews University, a clinical chaplain educator, and founder and director of Chaplain Training Service. He taught the history of chaplaincy, spoke about his practice of ministry in hospitals, and gave advice on how to help in various crisis situations. The trainees learned from the examples given to them, discussing various situations and seeking answers to practical questions.</p>

<p>Coneff is a graduate of La Sierra University, a licensed marriage and family counselor, and president of Straight 2 the Heart, an organization that helps people overcome the effects of trauma and violence and recover from addictions. During the training, Pastor Coneff taught the practice of intercessory prayer based on the life story of Jesus. Together with him, participants looked at biblical passages used for prayer ministry with those who have gone through traumatic experiences.</p>
<p>Payan is a clinical psychologist, director of an emotional health center in northern Mexico, and has been providing psychological assistance to families who have experienced violence, crises, or addictions for the past 15 years. Payan is also the director and teacher of the online course Integrating Missiology with Biblical Psychology. During the training, he shared algorithms for helping post-stress and traumatic events, considered cases of acute stress disorder and PTSD, and {taught} steps for first aid.</p>

<p>Restrepo is a certified mental health coach from Hartland College and has organized training in various countries in North and South America, the United Kingdom, China, and the Philippines over the past 25 years. During her training, she introduced her students to the use of biblical coaching for counseling as well as building strategies, goals, and actions based on biblical values and the identity given to each person by the Creator.</p>
<p>Part of the training included tasks performed in groups or pairs, which made the training aimed at developing the skills necessary for ministry. Classes were held from 9 a.m.–6 p.m., and additional meetings were organized after dinner for those who wished to dive deeper into the topics of chaplaincy and intercessory prayer.</p>

<p>&#8220;I thank God for the wonderful opportunity to attend this event. Professional activity, especially in times of war, requires awareness and competence in dealing with trauma and victims of war. This program is special because it is built on a biblical basis and Christian principles that help to have confidence in one&#8217;s professional actions and apply the example of Christ,&#8221; said Olena Nosova, a practical psychologist, lecturer in psychology at the Ukrainian Institute of Arts and Sciences, and head of the Ministerial Spouses Association of the Ukrainian Union Conference.<br />According to Iryna Begas, Women&#8217;s Ministries director for the UUC, it was an incredible learning experience: &#8220;I have heard the saying many times before that only the method of Christ is the most effective in serving people. During this training, we practically experienced and felt the method of Christ: compassion, closeness, understanding, and gentle healing of the Holy Spirit. It was a real revelation for me that all the psychological methods of help that were discussed at the training have a biblical basis and are Christ-centered! When the Lord heals the heart, He fills it with His light and love. It was with such hearts that we all left for different regions of Ukraine to bring God&#8217;s love and healing further! May the Lord bless this ministry!&#8221;</p>

<p>According to Serhii Lutskyi, director of the Health and Chaplaincy Ministries departments for the UUC, it was not only the first visit of the Hartland College team to Ukraine but also the first trip of each of the speakers to the country, and they highly appreciated the level of training of the participants and their desire to learn.</p>
<p>&#8220;The teachers who came to Ukraine are very busy people, as each of them provides consultations and teaches in their home country. But for Ukrainians, they are ready to provide online training, support from supervisors, and even come here again because they see a thirst for knowledge. So I hope we will continue to cooperate, and when we see a request for a certain topic that interests people in Ukraine, the next time the teachers will come to us with a new training,&#8221; said Lutskyi.</p>

<p>Almost a year after Texas’ deadliest school shooting, state lawmakers ordered school districts to secure schools with armed officers and to train more staff to identify students who may need mental health support under legislation set to become law in September.</p>
<p>The new school safety law will grant the Texas Education Agency more authority to make sure schools have robust safety plans to respond to an active shooter — something about half of all Texas school districts lacked, according to a 2020 assessment report. Meanwhile, another law will allow schools to use school safety funds to employ unlicensed chaplains for mental health roles, a move some critics have said could allow religious activists to recruit in schools and further polarize school communities.</p>
<p>The renewed emphasis on school safety came in response to the shooting at Robb Elementary School in Uvalde last year. But despite the new measures, state lawmakers didn’t listen to Uvalde parents’ calls to pass legislation that would’ve raised the minimum age to buy an AR-style rifle from 18 to 21.</p>

<p>All in all, experts say many of the changes will bolster school safety but some requirements, such as for armed officers, may be challenging for public schools to implement by the upcoming school year with limited funding and staffing constraints. The legislation does not punish schools for not having an armed guard at every school.</p>
<p>Here’s what you need to know about the changes lawmakers made to school safety in Texas.</p>
<h3>What prompted these new laws?</h3>
<p>Over a year ago, a teenage gunman entered Uvalde’s Robb Elementary School and killed 19 children and two teachers in what became Texas’ deadliest school shooting. Seventeen people were also injured.</p>
<p>Law enforcement didn’t breach the classrooms the gunman had taken over for more than an hour amid lapses in communication and leadership, according to investigations by state officials and journalists. A state committee report also found “systemic failures” and missed warning signs that the gunman may have been planning a violent attack.</p>

<p>In response, state leaders called for boosting schools’ physical security measures to protect them against intruders and addressing student mental health.</p>
<p>Not long after the shooting, some Texas officials, including U.S. Sen. Ted Cruz, called for placing law enforcement officers at all schools, though some law enforcement leaders at the time noted it would be challenging to fully staff and pay for such a proposal.</p>
<h3>What actions did state leaders take after the Uvalde shooting?</h3>
<p>About a month after the shooting in Uvalde, Gov. Greg Abbott and state leaders channeled $100 million toward school safety initiatives, including silent panic alert technology that was mandated by the TEA to quickly alert police whenever there’s an intruder in a school.</p>
<p>Abbott also appointed a chief of school safety and security, a new TEA position, to serve schools and the Legislature as a security expert. He also ordered audits to see how effective schools are at detecting and stopping intruders.</p>
<p>In February, Abbott made school safety an emergency item for the regular legislative session, calling on state lawmakers to provide additional funding for school safety and mental health and to “use the newly created Chief of School Safety and Security to ensure compliance with all mandated school safety standards.”</p>
<h3>What school safety changes did the Texas Legislature make?</h3>
<p>Heeding Abbott’s call, state lawmakers passed House Bill 3. The broad legislation expands and reinforces several existing school safety efforts, like requiring mental health training for more school staff, and outlines more ways schools can use funding for school safety. The law will go into effect in September, but lawmakers gave schools some flexibility to meet the requirements for armed guards and staff mental health training.</p>
<p>Despite the renewed focus on school safety, state lawmakers largely ignored calls from Uvalde parents for more gun regulations. During this year’s regular session, the families pushed for a bill that would’ve raised the minimum age to buy an AR-style weapon from 18 to 21. The bill saw some traction in the Legislature, but it failed to pass along with several other proposed firearm safety measures.</p>
<p>HB 3 also creates a new safety and security department within the TEA to be led by Abbott’s appointed chief of school safety and security. That department will be tasked with monitoring school districts’ compliance with safety requirements, including the intruder detection audits ordered by Abbott. If a district fails to submit school safety information or address any concerns, the new law gives the commissioner of education the power to appoint a conservator to oversee the district’s school board and superintendent and correct the issues. The law says this corrective action would not apply to school districts that fail to have an armed officer at every school.</p>
<h3>How will schools and the state work together to secure campuses?</h3>
<p>The legislation also requires more cooperation between the TEA and the Texas School Safety Center, a research center at Texas State University tasked with collecting and sharing school safety information from schools and law enforcement.</p>
<p>The TEA and the center must work together to assess the security of school campuses at least once every four years, and set facility standards for districts at least once every five years. The legislation also directs the TEA commissioner to develop guidelines for districts to notify parents of “violent activity” that takes place or is investigated at the district, and orders the Texas School Safety Center to provide schools with resources they can hand over to parents on how to safely store their firearms.</p>
<p>In addition, school districts must provide the Texas Department of Public Safety and local emergency responders with maps of each school and let them conduct a walkthrough of school buildings. In counties with a population of less than 350,000 inhabitants, sheriffs must also conduct semiannual school safety meetings with local law enforcement officers, emergency responders and school leaders.</p>
<p>The legislation raises the amount districts receive each year for school safety expenses to $10 per student — an increase of $0.28 — and provides them with an additional $15,000 per campus.</p>
<p>Lawmakers also allocated $1.1 billion in the state budget for the TEA to award grants to help school districts pay for some school safety requirements, like silent panic alerts. School districts will first be able to apply for funds to help them meet minimum safety standards, according to the TEA. In a second cycle, grants will be offered to school districts so they can meet other identified safety needs, the agency said.</p>
<p>The new funding will likely not cover all the costs of implementing the new requirements, according to education associations and school safety experts. Placing an armed officer or guard at every school campus will be particularly expensive, they said.</p>
<p>“Everyone wants to do everything possible to keep students safe, but we are very concerned about our schools’ ability to meet all of the new requirements given the limited resources that are available,” said Brian Whitley, a spokesperson for the Texas Public Charter Schools Association. He noted that charter schools are particularly worried because they can’t levy taxes to help pay for school security upgrades, unlike traditional public school districts.</p>
<h3>Will there be an armed police officer at every school?</h3>
<p>The legislation directs school districts to have at least one armed officer at each campus during regular school hours. The officer must be a commissioned peace officer from the district’s own police department, a school resource officer from another law enforcement agency or a peace officer hired as a security officer.</p>
<p>Many school districts already hire some internal or external police officers, but they may have to resort to alternatives, such as arming school staff or hiring private security officers, to guard all school campuses.</p>
<p>Jacksonville Independent School District Police Chief Bill Avera said his district has officers stationed at each of its schools. But Avera, who also serves as vice president of the Texas School Police Chiefs Association and as a member of the Texas School Safety Center’s board of directors, acknowledged other school districts could face challenges doing so.</p>
<p>In addition to paying for an officer’s salaries and benefits, school districts sometimes also have to take care of equipment costs, like paying for uniforms, gear and patrol vehicles, Avera said.</p>
<p>The Texas Association of School Boards estimates the cost of hiring a police officer for districts could range from $80,000 to $100,000 per year, said Joy Baskin, the associate executive director of policy and legal services for TASB.</p>
<p>And the pool for eligible officers is competitive amid a nationwide shortage of law enforcement job candidates, Avera said. His district, for example, has relied on retired police officers to staff its schools, he said.</p>
<p>“It takes a minute nowadays to hire a police officer,” he said. “There’s a lot of background work. There’s a lot of things that have to be reviewed and checked on to ensure that [officers] are qualified, and so it’ll be interesting with all the school districts looking for officers at basically the same time.”</p>
<p>Texas has more than a thousand traditional public school districts and almost 200 charter school operators or districts.</p>
<h3>What happens if school districts can’t staff their schools with police officers?</h3>
<p>The legislation doesn’t outline penalties for school districts that don’t meet the armed officer requirement, Baskin said.</p>
<p>If school districts can’t staff schools with armed peace officers because of financial or staffing constraints, the legislation allows for a school board to claim a “good cause exception.” Each school board will determine what these exceptions will look like locally and must outline an “alternative security standard with which the district is able to comply,” the TEA told The Texas Tribune.</p>
<p>According to the law, alternative plans can include allowing trained staff members to be armed. A new option in the school safety law approved this year is for districts to contract with a licensed private security firm that has personnel licensed to be armed, Avera said.</p>
<p>Districts can arm their staff members through the state-run school marshal program, which requires 80 hours of training and certification by the Texas Commission on Law Enforcement, or by setting their own policies — known as “Guardian Plans” — to designate specific individuals to carry firearms.</p>
<p>In a 2020 report from the Texas School Safety Center, 41% of the state’s more than one thousand school districts reported contracting school resource officers from other law enforcement agencies and 32% employed their own police officers, but about 70% of districts said they hired only between 1 and 5 police officers. About half of districts reported using non-law enforcement security personnel, including 27.4% under Guardian Plans and 6% under the school marshal program.</p>
<p>In a similar 2022 report about charter school districts, 30.2% of almost 200 charter school operators in the state reported using non-law enforcement security personnel, including 24.2% who hired private security.</p>
<p>Arming school staff could be less expensive than hiring police officers but still requires vetting and training under the school marshals program. The state pays for school marshal training, but that training is not always widely available, so school districts may still incur travel costs for their staff to be trained, said Craig Bessent, a school marshal in Wylie Independent School District, where he also serves as assistant superintendent of school operations.</p>
<p>“I wish we would have had more legislative help on that but we didn’t, so we’ll just see how it plays out,” said Bessent, who is also chair of the Texas School Safety Center’s board of directors.</p>
<p>In addition, finding school employees who want to be armed might be hard. In the past, they have been reluctant to do so. About a month after the Uvalde shooting, a survey showed that Texas teachers do not want to take a gun to school.</p>
<p>Given these constraints, Bessent said school districts are “scrambling” to figure out how to follow the legislation before it is expected to go into effect in September.</p>
<p>The TEA said it plans to provide additional guidance, including webinars with an overview of HB 3 and school safety-related funding, within the next few weeks.</p>
<p>Districts will likely work to meet the requirements as soon as possible, Baskin said, but it may take some time.</p>
<p>“I think many districts will want to stay as closely aligned to the statute as possible. In part because they do want to provide the best possible safety for students, but also in part because they would not want to be out of sync with the legal requirements if there were an emergency event,” she said.</p>
<p>State Rep. Dustin Burrows, the Republican from Lubbock who authored the bill, did not respond to a request for comment on the rollout of the requirement.</p>
<h3>What are the rules around guns on campuses?</h3>
<p>Schools are generally considered gun-free zones under federal and state laws except in certain circumstances, including in the case of police officers, school marshals and individuals authorized by the school district to carry guns.</p>
<p>A 1990 federal law bans firearms on school property or within 1,000 feet of public and private schools, but the law makes exceptions for law enforcement and individuals licensed to carry. Other exceptions in federal law include if the gun is not loaded and is locked away or if the individual has been authorized to carry a gun by the district.</p>
<p>Texas also generally bans guns where school-sponsored activities take place, unless an individual is exempted. HB 3 clarifies that individuals allowed to carry firearms at schools but who aren’t law enforcement officers can’t carry out routine law enforcement duties unless there is an emergency that poses a serious threat of injury or death.</p>
<h3>How will new Texas laws address student mental health?</h3>
<p>Every school staff member who regularly interacts with students will be required to take evidence-based mental health training designed to help school staff identify signs that a student may need mental health support, which Avera said can be crucial to preventing violence.</p>
<p>The legislation allows school districts to stagger the training of staff to meet the requirement by the 2028-2029 school year, but Baskin said districts may work to complete the requirement sooner amid a renewed focus on student mental health, also spurred by the pandemic.</p>
<p>School districts can be reimbursed by TEA for the costs of providing this training to employees, according to legislation, but schools and mental health advocates did not get a dedicated funding stream for mental health. Many expressed worries that meeting the other school safety requirements will take up most of the available funding.</p>
<p>The Legislature also passed a bill this session that gives schools the option to use school safety funds to pay for unlicensed chaplains to work in mental health roles. Volunteer chaplains will also be allowed in schools. Policies for chaplains in schools will be up to local school boards. Parental consent is required for school-related mental health services, including chaplains, the TEA said.</p>
<p>And lawmakers boosted funding to the Texas Child Health Access Through Telemedicine program, which connects school districts with mental health professionals who can help identify student behavioral needs and help provide access to those services. The program is expected to receive $140 million for the next two years.</p>

<p>Mindfulness training provides a fresh perspective to managing hypertension and was associated with a clinically significant reduction in systolic BP in a study.</p>
<p style="font-weight: 400;">About 46% of Americans have hypertension, among whom more than 75% do not have it under control. “Hypertension is a primary cause of cardiovascular disease, which is the leading killer in the United States and worldwide,” says Eric B. Loucks, PhD. “Effective lifestyle interventions and treatments for hypertension are available, but despite these options, blood pressure (BP) control has worsened over time. This suggests there’s a need to either improve adherence to available evidence‐based treatments or consider new approaches.”</p>
<p style="font-weight: 400;">Mindfulness training has emerged as a promising strategy to improve adherence to evidence‐based regimens for hypertension. “Mindfulness helps train people to use their self-awareness skills, place their attention where they choose to, and regulate their emotions,” explains Dr. Loucks. During training, patients are taught to maintain their attention during an immediate experience and remember to bring their wisdom into the present moment. Their wisdom can include knowledge about how evidence‐based practices can improve well‐being, such as diet, physical activity, and antihypertensive medication adherence.</p>
<h2 style="font-weight: 400;"><strong>An Alternative Approach to Enhancing BP Control</strong></h2>
<p style="font-weight: 400;">Previous research on the impact of mindfulness‐based programs on BP control has been limited by small sample sizes, modest generalizability, and short‐term follow‐up. To address this knowledge gap, Dr. Loucks and colleagues published a study in the Journal of the American Heart Association that compared the effects of Mindfulness‐Based Blood Pressure Reduction (MB‐BP), a multimodal intervention that was adapted for elevated BP, with enhanced usual care on unattended office systolic BP.</p>
<p style="font-weight: 400;">“The MB‐BP program combines mindfulness training with other strategies used to reduce BP, such as encouraging people to continue taking prescribed antihypertensive medications and educating them about habits that contribute to elevated BP,” says Dr. Loucks.<strong> </strong></p>
<h2 style="font-weight: 400;"><strong>Mindfulness Training Reduces Office Systolic BP</strong></h2>
<p style="font-weight: 400;">For the study, 201 patients with elevated unattended office BP (<120/88 mm Hg) were randomly assigned to either an 8‐week MB‐BP (n=101) intervention group or enhanced usual care control group (n=100). Approximately 59% of the study participants were women, 81% were non-Hispanic White, and the average age was 59.5. The primary outcome was a change in unattended office systolic BP at 6 months.</p>
<p style="font-weight: 400;">The MB‐BP program was associated with a 5.9 mm Hg reduction in systolic BP from baseline and outperformed the control group by 4.5 mm Hg at 6 months <strong>(Figure)</strong>. The MB-BP-induced improvements in sedentary activity, DASH dietary patterns, and mindfulness were factors that potentially impacted the observed differences.</p>
<h2 style="font-weight: 400;"><strong>A Fresh Perspective for Addressing Poorly Controlled BP</strong></h2>
<p style="font-weight: 400;">“Mindfulness training provides a fresh perspective to managing hypertension and fits into current standards of care,” Dr. Loucks says. “The MP-BP approach was associated with a clinically significant reduction in systolic BP that was comparable to what’s been seen with many behavioral interventions for BP. Of note, some MP-BP participants reduced their antihypertensive use during the study and used behaviors, such as changes in diet and physical activity, to decrease BP. However, our program was not designed to get people off their medications. It’s intended to encourage people to explore their readiness to change hypertension risk factors and to use mindfulness to engage with using whatever tools work, including medication and healthy lifestyle changes, to bring their BP down.”</p>
<p style="font-weight: 400;">In future research, Dr. Loucks and his team are exploring a grant to study effects of MB-BP in a group medical visit setting of people with hypertension. “We’ll need to establish the level of interest from patients and determine how reimbursement would work for such an approach,” he says, adding that physicians interested in exploring group medical visits for MB-BP can connect with him at eric.loucks@brown.edu.</p>

<p><p><span class="story_dl">July 13 (UPI) &#8212;</span> Governors agree that outdated policies and systems stand in the way of meeting the needs of the nation, based on the discussions at the National Governors Association&#8217;s summer meeting in Atlantic City, N.J., on Thursday.</p>
<p>Governors from across the country met at the Hard Rock Hotel to share their concerns and map out plans for addressing the youth mental health crisis, disaster response and training the next generation of workers.
</p>
</p>
<p>&#8220;There are no Democratic problems or Republican problems. There are issues that impact the people of our states,&#8221; said New Jersey Gov. Phil Murphy, chair of the NGA. &#8220;When governors get around the table and talk, we can get things done. Isn&#8217;t it great to see Democrat and Republican governors coming together during this crazy time?&#8221;</p>
<p>&#8216;Strengthening mental health&#8217;</p>
<p>Murphy opened the meeting by unveiling what was titled as Strengthening Mental Health: A Governor&#8217;s Playbook. It is a compendium of best practices and actions that states can take to address youth mental health, highlighting 35 policies that can be implemented.
</p>
<p>The CDC reported last month that suicide rates among people 10 to 24 reached a 20-year high in 2021.</p>
<p>&#8220;We know exactly what we need to do. The question is, do we have the will to execute, and where we need to fund it do we have the will to fund it,&#8221; Murphy said.
</p>
<p>During a roundtable discussion moderated by Jeanette Betancourt, senior vice president for U.S. social impact at Sesame Workshop, Murphy singled out actions taken in Utah and Colorado as examples of directives other states can adopt.</p>
<p>Utah launched the SafeUT app in 2016, which lets students, including students in higher education, speak directly to licensed counselors. Gov. Spencer Cox said the app has hosted 1 million interactions in the last year, equating it to &#8220;two lives every day saved.&#8221;</p>
<p>Colorado Gov. Jared Polis signed a law in 2021 to establish a new Behavioral Health Administration. This restructuring was aimed at improving access to services.
</p>
<p>New Jersey first lady Tammy Murphy focused on maternal and infant health, noting that the U.S. ranks 55th internationally in maternal mortality rates.</p>
<p>&#8220;As the wealthiest country in the world, we should rightfully assume that every mother and baby has the same chance to be born with joy and health. Sadly, that&#8217;s not the case,&#8221; she said, adding that maternal mortality rates are two to three times worse for women of color.
</p>
<p>Sean Robbins, executive vice president of the Blue Cross Blue Shield Association, said mortality rates for women of color may actually be six to seven times worse.</p>
<p>&#8220;The good news is 84% of those deaths can be prevented,&#8221; Tammy Murphy added.</p>
<p>Robbins said the healthcare system has to adapt to a model that meets people &#8220;where they are&#8221; rather than making people come to it.</p>
<p>&#8220;Where kids and youth are is very different from where they were in the 20th century,&#8221; he said. &#8220;The country is going in the wrong direction on maternal and infant health. The healthcare system is antiquated.&#8221;</p>
<p>Disaster response reform</p>
<p>Another system that the governors and industry leaders agree is antiquated is the federal coordination of disaster responses. Juliette Kayyman, a faculty chair at Harvard Kennedy School and who served in President Barack Obama&#8217;s administration, said she believes the framework for disaster response needs to be reformed after remaining stagnant for decades.</p>
<p>Specifically, Kayyman was critical of the Federal Emergency Management Agency&#8217;s Stafford Act, signed into law in 1988. The act dictates the responsibilities of federal and state governments, as well as local officials, in response to major disasters and emergencies.</p>
<p>The framework for disaster response &#8212; was founded on the idea that disasters are random and rare,&#8221; she said. &#8220;FEMA, their hands are legitimately tied. It is the most frustrating thing and everybody knows what needs to be done. This was built in the 1970s. It&#8217;s not working for anyone anymore.&#8221;
</p>
<p>Kayyman said the Stafford Act leaves response teams ill-equipped and understaffed. She proposed an increased focus on mitigation and disaster resilience zones.</p>
<p>Disaster resilience zones emphasize the needs of disadvantaged and vulnerable communities that are most at-risk to experience a natural disaster.</p>
<p>Vermont Gov. Phil Scott joined the meeting virtually as he remains on the ground in his home state while it confronts widespread flooding. His office and home have been affected by the floods, and he reported that more than 200 rescues have been made so far but another 2 inches of rain were possible on Thursday.</p>
<p>&#8220;It doesn&#8217;t matter if you&#8217;ve been in office for seven months, every governor comes face to face with multiple crises,&#8221; Scott said. &#8220;We never know when we&#8217;ll be called upon to assess a situation and provide leadership and direction.&#8221;</p>
<p>First lady Jill Biden</p>
<p>First lady Jill Biden addressed the governors during the Governors and First Spouses Lunch Session to discuss preparing future workers. While success, to her, meant pursuing at least a four-year degree, she said that track is not right for everyone.</p>
<p>While touting his work to strengthen the middle class, President Joe Biden has encouraged workers to pursue apprenticeships and two-year degrees with lower costs of tuition.
</p>
<p>&#8220;Preparing our workforce is much bigger than a blue issue or a red issue,&#8221; Jill Biden, who teaches at Northern Virginia Community College two days per week, said. &#8220;You all seem to get along so well. There are things we can agree on. And you understand that education is about the economy.&#8221;</p>
<p>Jill Biden encouraged the governors to support programs to train workers and provide childcare options.</p>
<p>Though she jokingly said that she hates the name, she promoted the Workforce Hubs initiative, which partners local officials and employers with students and workers to create access to &#8220;good-paying jobs.&#8221; Five cities serve as the hubs for this project: Phoenix, Baltimore, Pittsburgh, Augusta, Ga., and Columbus, Ohio.</p>
<p>&#8220;Let&#8217;s find innovative ways to connect students and employers so that every student in every community can find the path that works for them,&#8221; Jill Biden said.</p>
<p>The meeting will conclude on Friday.</p>
